Here are some of the responses to the 2008 Small Business Survey

The question is:  "Are there any issues that we have missed or how we can we better represent small business?"

 

 

----The Availability and the Rising Cost of Health Care should not be combined in same question.

----Fraud, reducing costs of medical and wc ; integration, 24 hour care other administrative streamlining.

----Developing a re-localized economy in energy, food and materials is a very important agenda to mitigate the unavoidable future
energy shortfalls.
 

----Are we too small for your survey?! As a sole proprietor, there was no real way for me to answer the questions about health
insurance since we have no employees.

----Problems finding qualified people - skilled people - who can AFFORD to live in San Francisco!

----I wish there were more opportunities and possibilities, such as tax breaks, provided by California government for the smaller businesses with incomes lower than $100,000 annually. It is very hard to survive, let alone grow with income lower than $100 K
especially in counties like Monterey.

---- Illegal Immigrants need to be deported, send all jailed illegal alien felons back to their home countries. Immigration laws need to be enforced, reviewed, and updated.

----Do something to get our manufacturing base back to Calif. We are a Ratheon Supplier, but they have cut back because all the Washington money is going to Iraq. And General Dynamics have sent our panel drawing prints to Mexico. Let us do the
manufacturing in California. Then we will be prosperous. We have downsized all we can and still stay in business. I get Faxes almost every day asking us to buy manufactured goods from China. We need to "Buy American", or we will all soon close our doors.

----Reclassify workers' compensation system to more accurately classify artisan businesses. At present, artisan size businesses are being classified with manufacturers and paying a much higher rate than is fair.  Politically, this is a penalization of the very small businesses in California and contributes to the difficulty in the success of these businesses in the economy. This unfairly penalizes many women and minority owned businesses and discourages the development in California of these vital and necessary companies.

----I feel strongly about the energy industry being a key to economic growth and I feel strongly that the current budget cuts need to hit police, fire, prison guards, etc...all much harder than education for the state of California. It costs $26K for a world class year of college education including room/board and it costs $216K for a year in jail. It does not take a CPA to figure out that investing money and resources in and around schools will pay off for California. We just need a leader with enough guts to think about more than today!!!
 

----I cannot emphasize enough how the impact of the "underground econonomy" is affecting our profitability as we are competing against other employers who are cheating the system on a daily basis.

----Employee wellness is a major issue, but all the proposals that we hear about are for health insurance. Just having everyone insured does equate to health. Universal coverage of insurance would make it even more difficult to get service, as there are a
finite number of professional health providers. To achieve good health for our nation it is necessary to educate more professionals and at the same time educate the public to take responsibility for their own health.  Sales Tax equity is extremely important. CA (and many other states) are not enforcing current state law regarding internet sales tax. Internet-only companies are avoiding collecting sales tax, giving them an unfair price advantage and robbing the state's coffers. NY has recently agreed to enforce their current laws, and CA must, too.
 

----You do a wonderful job of keeping on top of issues affecting small business and keeping us informed through emails. I appreciate it very much and thank you for your ongoing commitment to small businesses

-----The issue of safety effects small business. Every commercial district in Oakland should be provided with a foot patrol officer.  It is not how to pay for medical care , but the horrendous costs charged by Pharmaceutical companies as well as Doctors and Hospitals.  There has to be a curtailment on Class Action Lawsuits .There has to be a limit as to Jury awards for individuals;  Possibly $5,000,000.- .The losing party should be saddled with the legal cost of litigation to cut down on frivolous suits.  Billions are spent by the medical professions for unnecessary tests just to protect the industry from Lawyers.  The global warming game will have us face sky-rocketing costs and accompanying inflationary costs with negligible results,if any.  Earth is coming out of its third Ice age ,and we are privileged to witness some of the process.


----Forcing everyone to carry insurance will not solve the health care problem. Forcing me to buy insurance for medical services that Ivery seldom use anyway would only make me angry and frustrated. Big government, get out of the way! The insurance companies are already controlling people's medical car way too much and hampering the effective care of their insured. That is a system that is 'broken' and in need of an overhall. Also, it is the medical system that is charging incredible amounts for their services, some of which are not even needed. The focus should be put more on prevention and alternative healthcare remedies rather than the "attack the germ and remove the offending organ" theory presently used by the medical system. If alternative/preventative remedies and services were included for reimbursement by insurance companies, there would be an incredibly lower cost needed to keep each one of us healthy. Support the immune system, keep your attitude about life healthy, love your neighbor and yourself;  these things are what makes for healthy, happy people.
 

----Repeal smoking regulations as that should be the decision of the business owner and customer that chooses to partonize a particular place or business. It is not appropriate for Government to regulate what customers a business can cater to.

----The cost of operating a small business in California is becoming a burden. Increase in wages, taxes, licenses and fees, energy costs, it is next to impossible to make a profit. Every agency requires their portion of fees. With the problems within each City, it is even worse. The economy as a whole doesn't help either. It is somewhat depressing to see the current state of the economy. Most agency enact policy or requirement without really understanding how it affects small businesses.

----Our association use to be able to quote insurance from several providers, but are now only able to quote from Kaiser. Small businesses need to be able to compete w/large businesses as far as insurance.

----Fear by the state to tax for NEDDED PROJECTS is otherwise burdening our state with interest and higher property tax bills.

----If health care is to be made to the citizens of California it must be available on a statewide basis with healthy persons as well as poor risk persons so the cost of providing the health care is spread over a large census. To provide insurance only to the high risk census will bankrupt the system while the private insurance companies take in all the profits.  In addition, there must be programs established to promote well being and provide preventive care by having people take regular
examinations or tests to detect medical conditions at an early stage which will dramatically reduce the overall medical costs.  Other items such as a medical savings account may be started for the healthy or younger persons so the program will reduce
costs as time goes on.  If you would like to see such a program, review the Kaiser Permanente example. It is not perfect but it certainly has performed
very well.


----Growth IS the problem, not the answer. Distribution of wealth is the where the answer's are. We CANNOT keep growing on a finite planet without destroying it and us. Stop working for growth! Start working to reverse growth and improve wealth distribution.
 

----Legislation regarding lead content in faucets is a joke. Most of the brass has no contact with the water. It has been fine since the days of the Roman Empire, what changed?
 

----Nothing on solar energy credits. Nothing on global warming. Nothing on flex time work schedules. Nothing on the deficit and its impact. what should be cut?
31 Get government out of business and health insurance. Go back to a constitutional government.
 

----To many out of state chain business with lots of resources make competition very unfair to local small business
 

----My three biggest headaches. Fuel, Liability Insurance, Health insurance. Insurance costs are driving me out of Business.

----Governmental regulation, workers' comp and taxes make it very difficult to turn a profit. In Siskiyou county there is a 10% a year personal property tax on business equipment. Is that legal? If I have a $100,000.00 in business equipment I am expected to pay the county $10,000.00 a year for the privilege of doing business in a county with fewer people in it than a small neighborhood or township in Sacramento (45,000) who does not have to face a tax like this? Happy Camp has about 1000 souls. The business I do with them won't support a tax like that. So I am forced to buy used equipment, repair it myself and limp along because of unreasonable taxation.  And you ask about an underground economy.

----In your question about single payer health insurance you neglected to point out that the first $7,000 of earnings is exempt from the employer/employee health tax. That means the effective tax rate can be less harmful then it first appears plus the program in general is very beneficial since security is achieved as a proportion of earnings for every resident of the state. There is no requirement for general fund subsidies for low income people so they can achieve some protection for personal injuries and health from private insurers.

-----SF City and county initiated a NINE DAY sick leave program, in Feb. 2007, which costs our company significantly. We have already given 11 holidays, five sick days, 3 weeks vacation after 5 years, bereavement leave, jury duty leave etc. etc. and the
additional four days negatively impacts people showing up for work. In small companies, when people don't come to work, it makes everything else harder, for those of us who ARE here. We think it may be necessary to move a portion of our company, out of SF and possibly out of the state, to remain competitive.

-----"Small business" needs to be better defined, for example in determining monies paid into a state funded health care system. A 4- person business cannot afford 4% surtax, or be expected to pay 'required' premiums just because they are a business. We're struggling just to get by and would rather keep the employees we do have in whatever benefits structure we can afford. Without exception we'd all like better health insurance and a reasonable cost. The most simple (and most difficult to achieve) solution to the problem would be to set pricing for all procedures, medications, etc to be one number - not a negotiated amount depending on
what carrier you are with, what hospital is caring for you, or what doctor is treating you. It's ludicrous to expect a person who is uninsured to pay full price (of 5% cash discount) for the same services the Blues/Medicare get for peanuts. Fix this, and you'll
reinvent healthcare as we know it.

-----With regards to wage and hour regulations, the priority should be for more flexibility for employers and a repeal of the 8 hour workweek. It makes it hard on parents and people who have home obligations like care-taking for aged parents, etc.

----Missed environmental concerns.  Costs to upgrade facilities for the disabled should be subsidized.

----Financial, investment and political literacy is deplorable in this state and throughout the U.S. You missed all of the desperate need for skill training at the worksite and CTE/VocEd at the high school level with career and character education beginning in K-8 with career academies much more prevalent in high schools.


-----Enforcing state compliance regulation, (Strict Monitoring) not here and there , over looking some companies if no complaint are file. NOW, THIS IS VERY HARD FOR SMALL BUSINESS TO COMPETE WITH ESTABISH COMPANIES . WHEN THE SYSTEM

-----Tax Alcohol also to generate monies for health care!

-----The fact that small business can only carry $50,000 into the next tax year without significant tax on amounts greater than 50K means we come out of the starting gate with very little reserve. This then requires us to use our line of credit and pay a boat-load of money to the bank when we could have had our own safety cushion. This is actually a federal issue, but the tax laws need to allow companies to carry money over in order to build a reserve for lean times. Banking should be looked at: when we pay more than $70K per year in banking fees, interest, etc. and BofA can give a junior employee earning $65K an $85,000 bonus at the end of the year, something is wrong (real life story). Large business has small business over a barrel! How small businesses are taxed is another issue and the fact that small business owners work their asses off to keep their people employed, covered with healthinsurance, provide a 401K and stay profitable and are then expected to pay health insurance for people who would rather spend their money on something else is INSANE!! We could take taxes from gaming, alcohol, tobacco and marijuana clinics and have a state provided system. Most of the people that use the afore mentioned products are the ones with health concerns anyway.
 

-----Californians need to pay their fair share and we need to RAISE taxes, not lower them. Education should be a TOP priority.

----There is a difference between small business and micro-business, and some policies affect one group more than the other.  Resources and policies that both encourage starting businesses and provide support and training for growing a business appropriately will be good for the whole economy.


----Mandated leaves of Absence CFRA leave. The Number of employees taking leave at the same time needs to be limited. Business that have 50-200 employees are strapped when any number of staff need the time off and qualify employer has to grant.  Meal and rest periods. Employers need flexibility.

----Vital for San Francisco to do more to be sure businesses can locate here and stay here ...if Chevron, Levi Strauss, Wells Fargo and Schwab are the only SF corporate citizens and their numbers fall this city is in big trouble financially and in terms of cultural support and jobs and overall economic leadership and it has huge implications for small business.  Small business needs the larger business involvement..  We need to help business thrive not fight it and tax it to death and be-devil it with rules until it moves away to Nevada or North Dakota or South Carolina or even to other counties. A city is not a vibrant city without leading businesses!  Here
in California we ought to quit voting mostly on national political issues like war, gay marriage and pay much more attention to our collective futures economically. National issues are fine but we will have no influence if we are a no-place city economically in the future.  Business makes the city -look at Seattle -whoever paid it any attention until Microsoft was there? Who do the small businesses serve in Seattle? often it is the bigger businesses. Better yet, look at Silicon Valley -we had better keep our companies living here and contributing here.  Small business is fine and important but small businesses need to support and partner with bigger businesses for whom they often work and with whom they should see eye to eye on many issues.  We cannot assume the big businesses just keep bringing in money and we can suck them dry. We need to collaborate and support big business for the good of all.  Who is doing that?
 

----The cost of doing business in San Francisco is a huge burden far beyond the State requirements.

-----Headquarters city (San Francisco) extremely unfriendly and non-helpful- almost classic "anti business" philosophies.
 

-----Government has become to large and to intrusive. Also special interest and minority groups have to much negative influence on government.
 

-----We need to continue to support the small businesses in California for the economy to remain strong.
 

-----Too many regulations. Spend too much time with governement and legalese rather than doing business.
 

-----Gas Prices are OUT OF CONTROL and the GOVERNMENT is DOING NOTHING. Salary increases employees have received in the last 3-5 years have been eaten up by auto fuel prices.
 

-----Sales tax on tooling and manufacturing equipment used on products exported from the state. The sales tax interferes with export
industries and drives business to Arizona & Oregon, if not overseas.
 

----Rental rights.

-----We are VERY CONCERNED about the impact of the proposed statewide diesel truck and bus regulation to reduce emissions. It will require repowering of trucks and equipment or else purchasing new. We have specialized equipment that takes up to a year to replace new. We are worried about price and availability and how everyone is going to be able to afford this and if they can't a lot of businesses will close and there won't be enough trucks and equipment to do necessary work in California.
 

----Drop the prevailing wage requirement on state and federal building-let free economy work properly and get the unions out of the loop!
 

-----Control Lobbying efforts. Initiate action to have a bi-annual legislative sessions.
The problem with many of these questions is that if I state that something is not working well, you have no idea in what direction my concern lies. For example, immigration. You don't know whether I think "All illegals should be rounded up and bused to the border" or "We've got to bring in the workers we need to keep the economy humming."  My fear is that you, or others, will read into my dissatisfaction what you want to believe. In any case, I can't see how people's answers to such unfocused questions are useful a guide to understanding, let alone effective action.

-----The costs of conducting business in California is substantially higher than in other states, and thus businesses are often choose to leave and/or expand in other states in order to complete nationally and internationally. These “costs” are not only the highest income and other taxes but include a multitude of costly regulations, very complex, inefficient and expensive employment laws, great difficulty in building new infrastructure, and extremely high cost of housing (created by over-regulation of the housing market that restricts supply). There are numerous third party studies ranking California as one of the most unfriendly states in which to conduct business as well as surveys of corporate executives confirming their disinterest in expanding within our state.

----Support initiatives for matching state funds for federal R&D dollars for small business.

-----Health care is a major issue but government is not going to solve it unless litigation is controlled. The entire system is a trillion dollar cottage industry lacking the efficiencies expected by businesses in the 21st century. Throwing more money at the system is not going to solve the problem in thelong run.
 

----Improving k-12 education, through accountable charter schools
 

----A system that will help small business obtain funding to help with business growth.

----Well funded "Special Interest" groups are having undue and inappropriate affect on elected officials at all levels. W-A-Y too much money is being wasted on election campaigns. I'd like to see an honest attempt to "lower the bar" with regards to the money required to run for public office. This would reduce the influence of special interests and open the door to more people to run for office.
 

----If this is going to our ELECTED representatives - tell them to solve ANY ONE problem facing the state. I don't care which one, but they need to know that there is growing concern that our government is unable to make a decision about anything of importance.
 

----Offer a refresher course on Economics and the value of all business to the Legislature. There are a "bunch" of real "airheads and dodo's" in Sacto.  It's pathetic!

-----Minimize complexity of labor laws (eg. SF Minimum Compensation Ordinance). Strongly support legislation to reduce frivolous lawsuits by employees using labor law loopholes. This includes legislation to curtail union influence in encouraging said employees to bring about frivolous lawsuits.
 

-----I would like to know more about women owned small businesses.

-----Travel gas, tax credits, give state offered opportunities to local small businesses before going out of state. and without all the hoops, we want to stay and support our state, but you make it very difficult. and buying a house or renting office space is VERY VERY outrageously expensive.

-----change the additional LLC tax on small businesses from being based upon gross sales (no regard for net) to flat fee.

------Too many regulations administered and sometimes duplicated by City, County, State and Federal. An awful lot of duplicated efforts which make the cost of government so high.
 

-----We need to support and protect small businesses since they are the major part of our economy
 

-----Stop allowing "corporate welfare" to companies like Chevron, Bechtel and PG&E. Make THEM and others like them pay a fair share, and the budget could be balanced without cutting school budgets and social services.

-----The government does not have the money to keep developing programs to pay for things like healthcare. Insurance companies need to "fix" the problem. Employers cannot afford to foot the bill while trying to increase salaries and keep prices down for the consumer. We are not the answer! If we can afford it, we will reduce employees and the circle goes around again. Reduce government inefficiency, use the "found" money to do something right. Education should be a priority, but content needs to remain up to educators, not government.  Where is the lottery money for schools? Why is it tied to only New Programs when it should be going to help existing ones! We need more teachers who are paid well. Focus on the frontline!

-----Vocational training should be a top priority for state legislators. My biggest challenge is finding skilled applicants for my precision manufacturing business.

-----Reform of California's civil justice system: 1) increase limits for small claims to $50,000, 2) require full disclosure of the facts that are the basis for a complaint and/or mediation before a lawsuit is filed, 3) create more incentives for conflict
resolution without a lawsuit, and 4) eliminate incentives that reward attorneys to file endless motions that cause delays and make the civil justice system unaffordable for small businesses and individuals, and by extension, undermine trust in government.

-----A huge issue for almost all individuals in California is the fact that their rights to determine whether they would like to take a lunch and when is implemented legislatively terrible. Since when do we as Americans need the government mandating our lunch period. Looking at the prevailing weight issues here in California taking time to eat does not seem to be an issue that needs governing.
 

----SBC should strongly support only those laws and regulations that reduce the scope of federal government, lower federal and state spending and taxes, and promote a free market.

-----There just seems to be so much rampant idiocy on all levels of government. Laws put into effect without the full consequences considered. A forced march through economics with the concomitant mandatory increase in the cost of living. Business's are and will be compelled to support vast social programs that make no allowance for capitalistic competitiveness. Consequently, there is no equal stage for business to compete on a global stage. Our own Department of Labor refuses to support manufacturing here in the USA. On a a local note if San Francisco's health care mandate is allowed to stand then ERISA is meaningless and all fifty states and every community in the country will have a mish mash of laws that will burden business to the point of failure. Idiocy here in Sacramento for instance is the water measures. If one was a farmer in the 18th century and did not have a cistern you would fail for rain falls only in a few short months and not year round. Yet, California bureaucrats have
allowed wholesale coverage of the ground with vast housing projects and mandated no capture of water where it hits the ground and still allows grass to be grown as if we will always have more than enough water! We live in a semi-arid
desert. We need government to live within its means not spend more than it has.

-----Rural areas with resource based economies face difficult times if funding ends from 'Secure Rural Schools Act.' The end to sharing federal timber receipts with counties due to reduced timber removal created harsh economic times in rural
areas.
 

-----95% of our employees work in other states and only 5% in California!

-----The questions I did not answer were too personal. Any questions regarding race perpetuates racial tensions in our society. We are all human and equal and should be treated that way. Hiring an employee should be the skills not race an individual has.

----Why do we keep trying to saddle small business or business in general with paying the cost of health insurance? (this includes managing it) Why don't we tie it to sales tax? This way everyone pays whenever something is purchased. Set it up so only a percentage can be spent to allow funds for times when the economy is suffering and sales tax income is down.
 

----Too small to qualify for a group plan that will cover my fifteen year old son who is a type 1 diabetic. He is excluded for pre-existing condition so only a "large" group is forced to take him.
 

----- Zoning of eastern industrial areas of San Francisco is being re-designed to discourage modern, clean, tech jobs.  Environmental protection laws are ignored. Very concerned.

-----The state needs to cut programs that help the non employed and make schools start performing at a higher standard while cutting costs. Pay teachers by performance rather than their education level. Just because someone is educated
doesn't mean that they can teach or have a good job performance. I have worked in schools, teachers forget that the student is there customer and if they cannot serve their customer thye shouldn't be paid. That's what happens in the business world.
 

-----Illegal immigration and underground economy is destroying honest construction businesses.  Why is this difficult to get contracts from the public and private sectors?Contracts should be smaller, provide access for opportunities, and forecast in order for a small firm to build capacity in order to do regional, national and global. Small
business definition of less than 100 ees and less than 100M should have another level, less than 25 M and less than 25 ees. CA general services have the stats. Minorities businesses have been shut down by prop 209 - there is a study that proves this. By containing or squashing minority businesses, they are not able to produce the revenues, social programs proves this. By containing or squashing minority businesses, they are not able to produce the revenues, social programs
and funds that the CA needs. All fortunate 1000 Corporates should do at least 25 percent with minorities businesses and give 2 percent of net revenues to nonprofits to educate business owners. Minorities are the new majorities of CA. Small
businesses create economical, educational and social wealth. History lesson, where Japan learned this decades ago. Where is the Greening of CA issue? Energy companies are not doing their share on energy saving info. Lower gas prices
is important issue. Lack of updated technology for small business owners is another issue. Goggle, Microsoft, Kaiser, Chevron, ie are not helping small businesses. If CA dictate them, they will move to another state. Need to work with other states in order for Fortunate 1000 Corporates give back to small businesses. CA is not an island and has made mistakes.  example. Energy companies from other states "cherry pick" and left. CA companies need protection from hostile takeovers or benefit from these mergers. example the banks. There should be encourage for companies to mover their headquarters to CA. Health care cost could have a state fund, where a corporate does business in CA or has a business in CA pays into it.  Why, should a small business pay for the health care, where he/she can barely make any money? Of course, a Corporate headquarter outside of CA should pay more verses being an absentee landlord. There are some of the issues that I have.
